I wonder if the city might be able to work with existing recycling resources like RecycleHere to increase neighborhood recycling. Using them as an example, I know they do regular neighborhood collections, so (in theory) couldn't the city at least work with the neighborhoods outside of the pilot program to increase this neighborhood recycling? It would save the city money on recycling, it would work with an agency already in existence, and it would decrease the amount of waste being disposed of inside the city (saving the city more money in the process).
